from your message it sounded like a device that corrects for the Doppler effect and I was like oh cool this could be interesting.

This is old news, plenty of new cars are being created with similar systems some even with the ability to have the car engage the brakes if the driver isn't paying attention.

This would work for bikes as well..because the easiest way to do this would be to have a laser on the front of your car which records distance and speed to objects in front of you and can adjust accordingly. Of course it shouldn't be a point but the entire front end should be covered and sensitive enough to detect a bicycle.
