Where should the brighter light go? Helmet or bars.

Depends. As a safe recommendation, try it both ways and see which works better for your type of use :)

Not sure if this helps,

It's been my observation that MTBr's prefer the brightest light on their helmet and roadies prefer it on the handlebars. There are always exceptions of course.

Completely unscientific. As Mech suggested, try both ways and see what you like.

When I cruised through a batch of low lying fog the other night, I had to switch off my helmet light because I couldn't see. Big light on bike for me.

I would put the one with the most throw on the helmet and the other on the bars.

+1. Wider beam on bar and narrower, focused beam on the helmet.

yeap, brighter / tighter beam on the helmet.
point it at road obstacles, and at motorists to make sure they see you.
