i know this is a noob question but when i pedal my bike my axel tightens to the hub so it wont turn and its like holding down the brakes so how can i pix this dumb question

You need to tighten the lock nuts against the wheel bearing cones. If this has happened a few times then you will need to adjust the bearings too.

Use TWO wrenchs to lock down the locknuts. On unscrews the cone slighty upward while the other one tightens the lock nut down.
