If you drive/ride through downtown L.A., you'll see a lot of bikes (mostly the MTN variety) parked or being ridden around. Venice Blvd around rush hour is full of bike commuters (from the beach to around Crenshaw Blvd...most head up to Wilshire to catch the Red Line or use Olympic Blvd, where the streets are wider, to ride into downtown). Only problem downtown is finding a spot at the few bike racks to lock up your ride.
