There are plenty to choose from in the $100 and under price range. Any helmet that is CPSC or Snell will protect your head equally well as higher end helmets. A good starting point for information can be found here (http://www.bhsi.org/). The best way to determine which helmet to get is to go try them on. Everyone's head is shaped a little differently. Higher priced helmets will generally look better, have more vents and thus will keep your head cooler, have more adjustment features and so will fit and feel more comfortable and be lighter. Also remember that while all helmets which comply with the safety standards will protect equally well, they are all measured against one kind of head shape and not necessarily the shape of your head. Fit has its own relative safety factour which should not be discounted.

I'm looking at the Bell Metro - seems to meet your qualifications.

Get one that matches the colour of your bike or your favourite cycling clothes. The most important thing is you have to think you look good in your helmet, or you may not bother to wear it.

I'm partial to Specialized Helmets. I have an Allez helmet I bought for $40 at my LBS that I use for both road and trail. Individual fit to a spefic brand is important. Giro helmets don't fit so well over the ears.
