Cleveland outer suburbs have been a decent place to bike for quite a while, and downtown can be fun in an adrenaline raising sorta way. But biking as transportation/utility has always been pretty hit or miss. Maybe that's going to change. Several of these have been well known for a while, but I've never seen it laid out in one coherent strategy. Seems to balance recreational and utility cycling interests pretty evenly. Bottom line, if it gets more buts in saddles, and more awareness, it's an improvement.
