Downtube Mini with stock brakes and levers, stock wheels. Brakes work silently and well when dry. Today was my first real ride in the rain. When wet , the back brakes are quiet, front brakes have a terrible loud screech. What's the fix?

Wet brakes often squeal. Loudly. There is no fix.

Thanks Jur! Now I can go worry about something else on my bike, like the wobbly stem.

While there is no guaranteed fix, I think the Kool Stop brake pads with the offset posts definitely help. So will cleaning your rims and sanding off any glaze or unevenness on your brake pads, and making sure the brake pads are "toed in" (forward end touches down on the rim before the rearward end).

+1 to the toe in.

gives you better modulation as a bonus, but decreases clearance between the rim and pad, which is not a problem if your wheel is true.

for cleaning your rims, use a scotchbrite pad with some rubbing alcohol.
