I saw some spoke lights on some website and found them they are really good to put on the bike at night. However, i wonder if there are any restriction on the color of lights. I live in Georgia, anyway to find info about that? Can i put a blue spoke light on my bike and ride on the road at night??

According to the Georgia Code, you probably can.

There's a section that says that you can't put blue lights on a motor vehicle (s. 40-8-90), but section 40-1-1 says that a motor vehicle is "every vehicle which is self-propelled other than an electric personal assistive mobility device," and that a bicycle is "every device propelled by human power upon which any person may ride, having only two wheels which are in tandem and either of which is more than 13 inches in diameter." So, a bike not being a motor vehicle, the Code says OK.

So just going on that, i.e. ignoring what courts may have said on the issue, you should be fine doing that.

Incidentally, the requirements for lights are in section 40-6-296.
