Advocacy & Safety - How to interpret this law?

I am traveling to singapore with my folder and am surprised to read their laws say:
8. Every bicycle shall be ridden close to the left hand edge of the roadway and in such a manner as not to obstruct vehicles moving at a faster speed.
So do they expect a vehicle and cycle to share the same lane?

Check the local traffic laws... Like Japan, they may drive on the left side of the road there.

I read this as saying that it is the obligation of bicyclists to stay out of the way of traffic--no lane sharing, as in the US. (And yes, in Singapore, one drives on the left side of the road.)
If this is the law, I wouldn't ride a bike in Singapore unless I absolutely had to. This is a state that is notorious for its extreme and harsh criminal laws. One would expect their traffic laws to be similarly extreme.
