Winter Cycling - Long Sleeve Skin layer?

To my understanding when laying the skin layer should have very good wicking ability. But I was wondering if I need this wicking layer to go all the way up my arms. I dont really sweat there but should I wick there anyways?
To put this in context I go down to about -20C in the winter (i think i havent commuted through a winter yet, in Toronto) and I commute 15miles to work.

I question which brand to buy... Laying helps seal in the warmth.. Why not.

I prefer a long sleeve base layer if that's what you're asking. If you use a verstile material like merino wool, it really doesn't matter if you use it as a base layer or middle layer.
