I am converting a 1986 trek 400 to ss/fixie, and am having a problem with chain length/tension. I can either have the chain long enough for the axle to just barely touch the dropouts, and if I take out 2 links and reconnect the chain is slightly too loose.

my first idea is to grind down the set screws in the back of the dropout (they won't screw out any further). Are there any other solutions i'm not thinking of?
