Bikeforums.net is a forum about nothing but bikes. In addition to the handy little strap loops near the bottom of Nitto's rear big rack, two small pins project straight out from the rack, one on each side. There's virtually no lip at the end to keep a bungee hook from working its way off, so I'm wondering what the darn things are supposed to do?

Seriously, what is the purpose of this thing?
I believe it's an attachment point for panniers, to secure the bottom of the pannier. It's not much use with modern pannier mounting systems.

Yeah looks like old school pannier mount.

Cycling in Japan is way drifferent than the USA. I'll bet they still back old style panniers!
Good luck kicking it Old School! (Nitto stuff really is great)
