Which didn't really exist in standardized form prior to this paper. Read this article and thought everyone here might interest the light geeks here...

Neither, evidently. They'll be measuring the LEDs color temp, voltage and heat flow. It would have been better to standardize on more of a refected light measurement, as many of LED-based lights are used to see objects, rather than just be seen.

Well, much of that has to do with lens design, not LED design...
