That's not a break. Sure it might be broke, but break infers the act of damaging something.

As to the OP, does it matter what style of brake? The best stopping power is going to come from linear pull V brakes, and as for road calipers my experience is limitted to a set of Tektro calipers which work ok but haven't really astounded me with their awesomeness

Take it apart, rough it up with some steel-wool and Krylon it any color you want.. same with your brake calipers.

Any of the dual pivot sidepull calipers should be good as long as you go with premium brake pads such as Kool Stops, properly adjusted. Pads can make a big difference in brake performance. Even the older single pivot sidepulls can be improved a lot with good pads and low friction cables.
As mentioned V brakes are probably the strongest cable operated rim brakes but they require cantilever posts on the fork to mount and need the correct pull length levers.
