Who does and who does not have access to a photo album on their user profile page?

By that , do you mean "Attachments" in "Miscellaneous"?
Those are the pictures you attached to posts you made and you may remove them if you wish.
By the way, you must be logged in to view attachments as those are available to members only. That also allows some sites I've seen to further protect files exclusive to either members or subscribed users.
If this is a feature I am not aware of because I don't subscribe I am sorry but I couldn't find such a thing in my CP and usually these things are all out the in case you want to use them. If this is related to Titanium Club please contact Tom Stormecrowe.

There was a proposal on the 50+ forum that a personal gallery might be a great place to document the steps in a bike build, for example.
We were trying to figure out if everyone had access. It appears they don't.
