There were some early tandems made this way; definitely sub-optimum for anything other than joy-riding. No room for the stoker, a terribly harsh ride for the stoker sitting atop the rear wheel, no real adjustability for seat height without having multiple seat posts, etc... But, you could do some really cool wheelies with it.
