So I've been thinking, would it be better to pimp out a 1981 Univega Viva Sport frame or build a new bike entirely?

I don't know what kind of frame to buy. I'm looking for things on the cheap, but not something that completely sucks. I'm looking to spend around $300-$500 on the Univega (leaving the fork, frame, handlebars, seat, tires) and about $500-$700 if I build a new bike based on a new frame.

The new bike would be some sort of multispeed bike. I might want to go fixed later, but not right off.

The heart of any bike is the frame. A good frame is worth renovating and spending money on- This is not a frame worth spending money on.

Is the Univega frame really that much better? And how exactly can you tell that frame is bad?
