Here's my problem. Both races on my front Rolf Vector spin freely in the hub.
Is there anyway to repair this short of replacing the hub or wheel?

Yes there is. Use 680rc Loctite.
1. Remove both races.
2. clean everything with degreaser
3. repeat #2
4. Apply loctite to the hub shell and the backsides of the races
5. install races.
6. re-assemble hub using a small amount of grease...very small. (so the grease and loctite dont mix.)
7. Step 6 is to in-sure the races are seated evenly.
8. let loctite harden overnight
9. repack with appropriate amount of grease.
