I may get the terminology wrong. Please bear with me.

Is the headset on a bike with a threadless fork held in place by the stem? On my bike, it seems like the stem needs to be snugged down to keep the shole headset together. Alternatively, is it held in place by the stem cap? My stem cap is slightly cone shaped and would theoretically cinch the stem and spacers downward applying pressure to the headset.
