Who said this? It was some US government official after the communist revolution in China, but I'm uncertain as to which one. It's sort of well known, as it was mentioned in a textbook I own from last year, but left at home.

A bit of googling attributes it to many members of government at the time, more as if it was an agreed upon thought than a direct specific quote attributable to one person.
