On the mainland side of PCH near the SART and up towards the Edison plant, there's been a lot of construction activity. Smells like rotten eggs. I called the City and they said its part of the plan for the wetlands. It will go from the Talbert Channel to the Edison plant in two phases. No homes, all wetlands. The tidal inlet from the Talbert channel will bring in the ocean water and the earth moving equipment will dig out man made tributaries to promote an eco system.
I asked about a protected barrier bike lane and they said no because that's not part of the plan and it would be a Caltrans thing, if it does go.

It'll be no different than the stretch of PCH between the SART and Brookhurst Street, or where PCH runs through the Bolsa Chica wetlands. I believe the wetlands rehab is being funded by donations and other private funds; no tax $$$ being used.
Now if they'd stop with all the chaotic construction and the excessive number of traffic lights between Beach Blvd and Goldenwest Street, PCH might be a nice ride.

We rode PCH this morning and it was nice. There are way worse places to ride.

I would take the fart smell caused by digging up rotting organic matter over riding through the toxic clouds of smoke people create by throwing plastic in the fire pits any day of the week.

It could be worse...try riding PCH up in the Malibu area. That is just plain scary.
