Conducted a search and didn't find any postings on this cool tape. Check the blog for photos and a video.

Cool material: Retroreflective vinyl
If you liked Vanessa Marie's Night & Day Backpack for Cycling, you might want to make like Mike Mandiberg; he wrapped his bike in Retroreflective Vinyl, meaning it looks dark black but turns bright white when a headlight beam shines on it. The amazing material--Scotchlite 680, to be exact--can be ordered from New Jersey's Beacon Graphics.

Yeah, but they've got it in 15" wide sheets, not just 1"-wide rolls. Probably a whole lot easier to cover a bike this way.

Identi-Tape has black in up to the 4" size. That should be plenty big to go around all but tri-bike downtubes. :p

I dunno, man -- you know that our Cannondales' downtubes are pretty fat.. ;)
