Mountain Biking - Mongoose DX 4.0 buildup or no? Anyone have one?

I have this frame, and wondering if it's worth building.
Seems like it's a 2000 Mongoose DX 4.0, problem is, the seat post length is only 16". I think that's too small for me.
Anyone have a Mongoose like this?

Lower end bike, If I were to build it I would use some decent components, stuff on sale. The bike was sold at Dicks Sporting goods at one point for around $300ish. You could also built it up as a cool urban assault machine with slicks, some wild bars and a inexpensive drivetrain!
