on the right handside of the handlebar the tape started to get loose so now the spaces
between the rolls are not equal.this part of loose tape is about 4inches long where the handlebar
bends towards the brake lever.
any advice ?

Get it retaped...it should start from the bottom, and work upwards so the hands won't undo the tape whilst riding.

If possible, it should re-wrapped. The adhesive type tapes, however, may become damaged if removed. Like bolts and nuts, tape should be put on tightly...but no so tight it breaks.

If you don't have any more adhesive tape for the ends, try electrical tape. It stretches slightly and holds tightly.

Bar tape is cheap, relatively speaking. Retaping is about a 15 minute chore. If you really don't want to retape, or even redo the current application, you could always give it a couple of wraps of electrical tape. Hardware stores sell a variety of colored vinyl tape. Give the affected areas a nice tight wrap and then hit em with a hair dryer to shrink the tape a bit more for a real snug job.

Just for another angle, tape over the tape. That will give you a bit more cushoning.

Yeah but if the bottom layer of tape is coming off, whats the point. You're taping onto a surface that isn't holding onto anything as is. Not to mention used bar tape isn't very adhesive friendly given all the dirt from your hands and oils too.
