my brakes work but i have to pull the leaver all the way so that it touvhes the handlebar. how can i make it so i only have to pull it in half way and still have my maximum stopping power?

You can try the barrel adjuster on the brake lever if it has one or
loosen the pinch bolt on the brake while holding the brake almost to the rim and pull a little of the cable through and re-tighten.

Sheldon Brown's site goes into quite some depth on this, particularly for canti brakes...

My god kid......give us some more info. Did you happen to read this thread?? http://www.bikeforums.net/showthread.php?t=49766
If it's that bad, forget adjusting the barrels, just take an allen key to the nut that holds the brake cable, loosen it, pick up the slack, and tighten it again.

How about some more information? What kind of brakes do you have and, if you know, what kind of levers? Those answers might have a huge impact on what my answer might be.
if you have rim brakes heres an easy way to adjust them:
1. loosen the pad bolts
2. use a C clamp or something similar to compress the brake to the rim completly
3. align the pads and tighten them
4. loosen the bolt for the cable(or whatever the technical term is... if there is one) and pull the brake lever to where you want it for full stopping power while holding the excess wire on the brake end to keep some tension in the cable.
5. tighten the cable bolt up and youre done
use the barrel adjuster for some fine tunning.... ooo and make sure your wheels are trued before you do this or youll never get that short brake lever travel you want without the rim hitting the pads
