I know that standard bar ends are not allowed in Cyclocross races, but would these be allowed? They shouldn't be any more intrusive then the hoods of a road bar.

I agree those probably wouldn't be any worse than ergo levers, but no means no. It's far easier and more reasonable to ban all bar-ends, instead of trying to compile a list of legal ones or measuring ends at the line or reg tables. Leave the barends at home.
