we are fairly new to a tandem and are wanting to work our way up the quality scale we are riding a trek t-200 but have found a early 90s arriva in exc shape will we be gaining by going to a santana and if so how thanks for advice

Assuming the Arriva is a good fit, you absolutely will not go wrong with it. The tubing alone is much better than on the Trek. The issue with the Santana is that the components will be old. However, slowly upgrading is a distinct possiblilty. How old is the Trek?
