Road Cycling - Worn tires much more likely to cause flats?

Dumb question, but I've now had two punctures on the same tire (replaced inner tube, then punctured again) within a year. I doubt that the tires have more than 1,000 miles on them, but they do look like they are possibly worn.
The thing is, I can't really tell what is 'too worn' and what isn't.
Is it generally just a good idea to buy new tires when replacing an inner tube?
The wheels probably should be replaced as well, but I don't really have the money for that at this time. (the wheels and tires are stock from a KHS Flite 300)

Well if I replaced the tire everytime I had a flat I'd end up buying alot of tires. Look at the tire and if the tire seems "flat" in contrast to its round shape when bought, then it is worn, and yes, the more worn a tire is the more prone it is to flatting. 2 flats a year is pretty good. I doubt you'd need a new tire after 1000 miles unless you ride on some harsh terrain. I once rode a tire untill you could see the red kevlar belt showing through. Looked like I had ridden through paint. :)

Well I don't get many miles. 20 miles, for example, is a long ride for me.
The roads here are a bit harsh. Many of them are quite cracked (from freezing over year after year), and some are quite dirty.
I'm going to replace the tires as I patch up this leak. I bought two Hutchinson Reflex Basic tyres... hopefully they are good :)
