use Framesaver on the inside (search for more information) and if you chip the paint, put some clear nailpolish over it.
if you ride it in bad weather, let it dry out. make sure your seatpost is greased. don't leave it outside all winter..

Don't ride it when there's any chance of it coming in contact with water. Otherwise a little bit of rust is going to be unavoidable, just don't be stupid and leave your bike outside all the time, and especially not all winter.

Yeah I see how that could be confusing, let me help.
Don't (as in, do not do something, the opposite of doing something) ride (as in, take the bicycle in question out of your house and sit on the saddle and pedal it around either on the sidewalk or the street) it (the bicycle in question) when (during which time, or at a time when) there's any chance (as in, there is any possibility however remote. something that is theoretically possible) of it (the bicycle in question) coming in contact with (being exposed to, covered with, submerged in, or sprayed with) water (typically found in the form of rain, snow, puddles, the stuff that comes out of hoses and street cleaners, faucets, sprinklers and various other sources).
I should also have added that you should not don scuba gear and ride your bike while submerged under water.

he was giving a sarcastic, yet 100% true way to avoid rust, which is pretty damn hard to do 100% if you ride when it's less than ideal.

If you have a bike you absolutely can't afford to get rusted (like some mint condition vintage Italian frame) then don't ride when it might rain or the roads are wet. Otherwise it's just about impossible to avoid rust 100% indefinately.
