Well, you're going to have to buy several one day licenses in order to get the mass starts necessary to upgrade to the 4s.
Enough one day licenses that it will cost more than an annual license.

The points expire after 12 months.

Cat5 'points' never expire. Technically you don't need any records at all, so you should be OK without an annual, but everything depends on the upgrade official.

How is it cheaper? If the OP is only doing 2-3 races this year, a $60 license would cost more than a day-of license.

You just need 10 mass starts. Most upgrade officials usually don't care if you had a one day or annual. They do care however that you did 10 races.
