Paris is fully committed to a program of reducing automobile traffic in the city center. The bicycle-share program is just one aspect of it. For example, Paris has been into light rail development for many years and recently completely a new leg. That's a good question. Judging by the comments to the OP article, they might not be very committed.
I haven't been in denver in years. Is there a serious problem with auto congestion in some parts of the city?

I already have a bike ... nice novelty, glad no city money is being used. Maybe my wife will rent one and come with me sometime then fall in love with cycling.
I'm not a big fan of the Denver Mayor but this is a great thing to have happen.

The reason that number is high is because you get 30min free and have to pay thereafter. So many people take the bike and pedal like hell to their destination, or bike drop-off location. We could get almost anywhere we wanted to go within the 30-min window, paris is a pretty small city. If you don't return within that 30-min window it can start to get expensive quick.
