Measure it...and nothing is tooo long. You can put spares on top of your steerer.

Can't you cut a steerer tube to the correct length using a hacksaw? Or am I crazy?

You're crazy, but cutting down a steerer tube has nothing to do with it. To answer your question, yes you can!
