i got this frame and fork from some guy he said it was a 1970s rusain track frame but i dont know the name i can get more pics if you need not numbers on the bb

Definitely Russian lugwork. Might be made out of stolen pipes for the cooling-system of a nuclear power-plant. But a Russian one for certain. Beautiful!

out of curiosity iīd like to take a look at some further pictures, especially the bottom bracket shell and the fork crown.
iīm not sure which brand it is similar headlugs were also found on torpados and stucchis but i wouldnīt say that this is anywhere near. to be honest i am not well informed about bicycles made in the former ussr. kharkov or xb3 is, as far as i know, which isnīt far at all, the same brand.
search the forum, there are some threads about said company.
there is one on ebay right now.

This would be the name of the city that the state-run factory was in...there was no such thing as private manufacturing in the USSR. There seems to be a little pride in workmanship missing, too, looking at that cobbly bottom bracket shell.

A freakin' piece of history, right there.

yea i striped all the spray paint off it and it has bras drop outs bottom bracket and seat lug will have pics up tomrow

What kind of threading does it have (BB, steering tube)? English, French, Italian, Swiss, Spanish, Ukranian? That is a strange combination of fancy lugs with lousy looking brazing and finishing.
