if i have 700 x 28c tires, can i replace them with 700 x 25c tires without having to get new tubes or wheels?

Wheels will be ok.
If you have large tubes as 28's to 35's, they might be to large.
Look at the tubes and see what size they are.

What sort of rim are you thinking to put the 25's on?

It shouldn't be a problem. If you're replacing the tyres because they're worn out, I always fit new tubes anyway, but only because they've aged and I've got the tyres off so it's easy to do it then - it's only only a paranoid preventative measure though, not necessary.

I have some rims that I built (Mavic A719's) for my hybrid. The manufacturer states that 28C is the minimum size. Hence my above question.

well the tube says 700 x 28/32 and the rims are Weinmann CN-520s with inner width 19.6 so it looks like 25s would be too small acording to the sheldon brown chart

You might be able to do it. Even if the tubes are too large they will still fit with a tiny bit of work. The rim is a maybe depending on how it was constructed.

Do try it. I noted a few problems with Sheldon's chart (I'm going to Hell now - I know it). I have 24.6mm rims. The chart says it can't take a 700 X 28c tire. The manufacturer says otherwise. I've been running 28's all year just great!
