Yes, the reason this is popping up all over Texas is because Gizmodo recently posted directions for accessing these via the default password. Government agencies will probably get better about locking the doors to these units now.

Its impossible to adequately password protect these in their current iteration, because there's a way to hard-reset the unit to the default password (something which Gizmodo also posted).
