Hello everyone,
I'm new new to the forum and triathlons. I have done a lot of swimming, biking (mainly mountain biking), and running (several half marathons and one full); but I'm new to triathlons. Let me get to the point now.

I got a Specialized Transition Expert 2006 for Christmas, only missing wheels. Could someone tell what a could set of wheels would be for this bike? The rims are 700, with 130 axles. I don't want to go on the cheap but I also don't want to spend a fortune until I'm sure this is what i want to do.

how much is a fortune?
HED is good....i like their trispokes. they have nice aero wheels too
Zipp...I've never ridden. they are supposed to be amazing. they are hella expensive. i want an 808 and 1080...that's my dream set.

those are the two major choices i'd say.
soul wheels are new and supposed to be good. they get a lot of love here. then reynolds are nice

I had been looking at some used sets to start with like Mavic Ksyrium Elite, around 300 to start. I know that's a little on the cheap, but since I'm just starting I want to make sure this something I like before going carbon fiber and such. Is there a any disadvantage to getting used wheels?

None at all. In fact, getting a cheap set, or a good 2nd hand set, means that if you find yourself wanting to upgrade you can keep the first set as training wheels.

I have a set of Mavic CXP22, second hand on eBay, bought for €65. They also came with excellent Conti 4000 race tyres. Those tyres went on my race set, Mavic Cosmic Experts (elderly but still good) that I run with a Wheelbuilder rear wheel cover.

The CXP22 set have Vittoria Zaffira training tyres, which have proved really good, high puncture resistance.
