No. 8 and 9 speed cassettes use the same freehub, but the 9 speed's cogs are closer together and are narrower, requiring a narrower chain to be used.

I like the Texas cycling liscense plate. Think they tried to honor Lance?

You may use a 9-speed chain on an 8-speed cassette, but not the other way around. And with 8-speed chains at 2/3 the price of 9-speed chains, it wouldn't make sense, unless you have a great deal on 9-speed chains.
