your not going to get much of anything in the way of a complete bike for $150. Your best bet would be to keep an eye out for an old conversion on CL, but even then expect a POS unless you get really lucky. I'd suggest save up another $250 and go the bikesdirect route for a solid ride.

I got a Raleigh for $20. Looking for a Craigslist wheel (wheel set) -- seem them for $100. Will buy the next decent ones I see. Then I'm done.

Do some research on good frames, then keep your eyes open at garage sales, thrift stores and on Craigslist. Pick one up for cheap, buy a cheap fixed wheelset (or just a rear wheel), throw those suckers on and go. Be patient looking for the frame though, it's not always easy to find a decent one.
I'd go with a $100 rear wheel and a ~$50 road bike from late 70's/early 80's. Will probably take a little while to find one that is in good enough shape, with horiz. dropouts, good bearings, etc. They are out there though.

I don't know about where you live, but around here, by the time you pay somebody to do the assembly, you would have been better off buying new wheels.

I have one pedal I'll sell you for $150.
Or you can buy half of a good crank.
Or half of a good wheel.
Or a saddle.
