Arrgh, I can't stand it! This disc brake squeals in moist/wet weather (Tektro cable pull brake).

I've tried to clean any road crap off the disc. It works for a while and then the squeal returns. The pads look like they're in good condition...

What to do?

I can't give you any sure fire ways to help, but here is my suggestions.
Try cleaning the rotor with a clean rag and rubbing alcohol
Remove the pads and lightly buff them with a semi-fine sandpaper...like 220 grit or so
Make sure the pads have clearance when not applied
If that doesn't work, I don't know where to go next. I ran Avid Mech. for several years and never really had much problem, so I am not an expert at how to get rid of noise.

This disc brake squeals in moist/wet weather (Tektro cable pull brake).

There is a good chance you can not get the noise to go away. Riding in areas where it is wet will cause more debri to get on the rotor which will make it noisy. Even if you had a 400$ disc system perfectly set up you will get noise in wet/muddy areas.

Just think of it as a bilt-in horn or whistle ;)

Just get used to it. My Maguras make a racket when braking and I have never been able to silence them.

I have allways had good luck with smearing mud onto the rotors. I find it's best to never clean the rotors, they seam to work better with a coating of brake dust/mud.
