Wow, it was windy this morning on the mountain!
My 50 miler from home to the top and back ended up being a grinder almost always fighting a very strong headwind on the upper slopes. I almost got blown into the ravine. I was very careful on the descent never going over 30 mph. The wind was not too much of the problem going down though, except for a couple spots, but it was quite nippy up there. No cyclist rally at the top.
There's always a good side though, the air was super clear and the temperature ideal for climbing. It was a last second decision to make this route, I surely do not regret it; very few riders and almost no cars.

Wow.

I was across the way, up on Pinehurst/Skyline/Redwood Road, and there was nary a breeze......

The wind started at the saddle up from rock city where there's a rendez-vous spot/parking for hiker and horse riders but the worst was after the junction.

Although I've only ridden Diablo a handful of times, my impression has been that it's either very windy or not windy at all. It's not clear to me whether that hill knows how to do "gentle breeze".

Every time I've gone up Mt. Diablo, it's been windy. I think I'd be worried if it weren't like a wind tunnel at the top.

Windy at the top, sure, but I don't remember it being very windy on the way up. Northgate, at least.
