More than once recently I've seen rim tape that's made more of thin plastic sheeting than the standard cloth tape. This newer "tape" has small hemispherical depressions over the nipple holes in the rim. It lifts off of the rim easily, but it also causes serious problems: flats. I don't know how many flats I've seen caused by the tube expanding into the little depressions and having its surface overstretched.
I've seen this tape on more than one road wheel with a Ritchey hub. Specialized had its name imprinted on the tape in at least one case, but I've seen just plain yellow rim tape of this type.
What is going on with this stuff? Is it lighter than standard cloth tape or something? I don't understand why this tape would be put on bikes deliberately. Every time I see this I recommend the rider buy the standard cloth tape.
Anyone else see this?
