I bought this off of ebay and I tried to install it but it seems like I am missing something. when i installed the shifter there is side to side play and the shifter will not hold the cable. your help would be appreciated.

The bolt with the D-ring is the friction adjuster. Tighten it until the lever will hold it's setting under the derailleur's spring tension but not so tight you can't move it.

i tightened down the adjuster but it does not hold. i think i am missing a piece but not sure what

I'm no expert on friction shifting and certainly no expert on Campy but the friction shifters I have had had a conical "cap" and it looks like you don't have that in your photo.
A google image search turned up these which look similar...

I was going to say - some other kind of washed, so that conical cap makes sense. He might be able to just use some common washers, maybe two.
