when i lift my bike and and push it down the steer tube bounces do i hav eot tighten it?

Is the headset adjusted properly? Is there horizontal play; if so you need to adjust the headset, tighten it down. Loosen the side bolts first so you don't push out the star nut, the tighten down the bolt on the headset cap to tighten it. If it is verticle play, you will need to add a spacer or two, then set the headset properly.

Tightening the starnut before the side bolts of the stem is key. I made that mistake and had to learn the hard way.

Is there back and forth movement with the races/cups that is horizontal play. Vertical play is where you can lift up on the frame and it moves up, thus providing a gap between the cup and race of the headset, it is a bad thing if you have either of those(horizontal or vertical.)There should be no vertical play and no horizontal play at all.
