Bicycle Mechanics - bending back derailleur cage ?

is the derailleur cage on the rear derailleur bendale back in place (bought a bike with a bent derailleur, it is bent Off of the bike)

I want to make sure im not making a fool of myself
is the part where i screw in the RD to the hanger supposed to be square to the pulley's ?

Without pictures, we'd be hard-pressed to answer. But often times it is the derailleur-hanger and/or dropout that may be bent. There are tools to determine this. A good bike-shop would have such.

Unfortunately your pictures tell us diddly crap. You check the alignment of the hanger in one of three ways.

1) Using the Park DAG-1 tool
2) Eyeballing it (I'd like to know if you can eyeball something the tool doesn't/does show). You'd be superman.
3) Attaching a known, non-bent derailleur and attempting to properly adjust teh shifting

If the hanger is not bent then the plane that it is on should be perfectly parallel to the plane the wheel sits on. A new shimano tourney rear derailleur retails for $20-$30 - do your pulleys + time cost that much already? Something to think about.

I'd need to see the derailleur mounted on the frame, with the wheel in place first. Can't really judge otherwise.

+1.....but I'm gonna go out on a limb here: you've got a derailleur you have reason to think is bent, and it needs new pulley wheels. Maybe it's time for a new, or at least a different, derailleur.

The hangar is the usual bent item, that or the cage/tension spring body interface. It also doesn't look like a terribly expensive part. However, having been in the position to attempt to make do with things in the past, yes, you can try to bend it back. I've never made one worse by doing that, but it's pretty rare that I actually bend a derailer. Odds are you'll torque it around a bunch and not much will change.

I will try to dig a frame out of the shed this week to mount this derailleur on it and post some pics!
