Bicycle Mechanics - Trying, and failing, to install new Avenir rear rack

Hi -- I just bought my first bike (not counting since I was a kid biking to school) and have recently sold my car and gone hippie
I bought an "Avenir Xl Tour" rack off amazon, and am trying to install it. I swear i didn't lose any of the pieces, but the instructions ask for "long screws" when all the screws are the same size, and it also seems I am missing two screws. There is also a 3rd "stay" that is curvy shaped that isn't even pictured in the instructions.
My only hope is to hope someone bought of these and knows what I am talking about. Did I get a bad product (hard to believe)? Am I not understanding the instructions?

You're not giving us enough information. The type of bike will impact how the rack is installed. If it is the same rack as pictured below:

The rack should come with two rack stays that can be bent to accomodate most bikes. That is assuming that your bike has the necessary braze ons to attach the rack in the 4 points it needs. If not then some fancy improvisation may be needed. Help us help you.
1) Post a picture of your bike
2) Post a picture of the rack and all the hardware it comes with
If your bike is unusually small or large, the included hardware may not be enough to have it installed properly and level.
