I have been on shimano's tech specs site, and whilst I can find info regarding the FD-M571, FD-M571-G or FD-M571-S) (EV-FD-M571-1806B (http://techdocs.shimano.com/media/techdocs/content/cycle/EV/bikecomponents/FD/EV-FD-M571-1806B_v1_m56577569830612193.pdf)), I cannot find anything that relates specifically to the designation -TL6, yet I have seen it crop up on a few sites.

The mech I am looking at is a top pull convential (bottom?) swing.

My question is: Are ALL LX M571's, regardless of designation, 9 speed compatible?

Yes, those front derailleur's would be compatible with 9 speed chains, 8 speed chains, 7 speed chains and probably any other size chains that are used on mountain bikes.
