According to the Friends of the High Line website, the first section, from Gansevoort to 20th St, is supposed to open this spring.
Not sure if bikes will be allowed; here's the site if you want to dig around or get in touch with the group:

Actually the first part to open is 17th street to 20th street. Then Gansevoort to 14th street. Then 14th street to 17th street. Alot of design changes that has delayed the opening of the park. We are trying to open the park for May 15, 2009. No bikes will be allowed. I am the contractor doing the work.

I just read an article about it in AM New York this morning... Bikes won't be allowed...

Ok we already established bikes won't be allow. But does any1 know when it will be open?

The article said there was no definite opening date.
