I need Braze-On and the group set I'm eying on ebay is Clamp-On. Can I take off the Clamp and mount it as Braze-On? This is for a 2009 Rival FD.

Nope, you have to buy the braze-on specific fd.

AFAIK, only Campy front derailleurs allow changing from clamp-on to braze on or changing clamp diameters. However, the change parts are so expensive that buying the proper complete fd is more cost effective.
