How can I tell if my recent craigslist buy can handle a newish wheelset and 10 speed 12-25 cassette? I bought the frame only so I do not know what cassette or wheelset it had before. Thanks.

I'll assume this is a road frame or 10-speed wouldn't be a consideration. Measure the distance between the inside faces of the rear dropouts. If it's 130 mm then any 8, 9 or 10-speed freehub wheel will fit.

Oh, what if it's narrower than 130mm? Any way to safely spread them out by DIY or should I go to a machine shop?

The most common width before 130 was 126 mm which was used in the 6/7-speed era. Prior to that, say before the early '80's, 120 mm was standard when 5-speed freewheels were common.
If it's a steel frame it can be "cold set" from 126 mm to 130 mm or a 130 mm hub can be forced in without too much effort. See Sheldon Brown's web site for a DIY approach to cold setting or any bike shop can do it. If it's aluminum or carbon, cold setting is impractical or damaging and shouldn't be done.

130mm spacing was pretty much standard by 1990 so your 15 year old frame is likely there.

Common but not universal. I have a '92 Trek 1420 that is spaced 128 mm as the same frame came with both 7-speed and 8-speed components at different price points. The 128 was a compromise that would fit both hub widths.
