Framebuilders - carbon frame

I have obtained a carbon road bike frame which has a small impact fracture on the seat stay where the rear brake caliper would be mounted ( this was shipping damage and not due to accident). At this point I have not sanded through the clear coat but it does not appear that any carbon fiber has been damaged. I have a lot of fiberglass experience but none with carbon. Is this something that is potentially is repairable? If so how would you proceed?

How does a small impact fracture not involve any damage to the carbon fiber? Are we talking a chip in the finish, or the kind of impact where the fibers break appart, but no individual fiber fractures? The former would not require repair, the latter is a major problem beacuse even if 0 axis fibers where not broken it would appear that hoop fibers in the 45 or 90 degree axis have been damaged along with the epoxy material.

You may want to review earlier threads in which the case was made that carbon is not repairable, which i don't believe stood up to scrutiny, though doubtless there is some point to be considered therein.

Beyond that I would need some pictures to tell what this is all about before wasting a lot of time adressing non-specific situations.
